Week 17 has officially wrapped up, and we’re now just one more week away from the end of the 2025 NFL regular season. The likes of Brock Purdy and Drake Maye put together strong performances in key matchups, while Matthew Stafford hurt his case to be this year’s MVP.

45) Brady Cook, New York Jets

Undrafted rookie Brady Cook makes his debut in PFSN’s QB rankings with just one more game to go in the 2025 NFL regular season. Unfortunately for him, it comes after the New York Jets got blown out by the Patriots in Week 17. In the four games he’s played, he’s thrown just one touchdown to seven interceptions, and he’s yet to reach 200 passing yards in a single game.
44) Jake Browning, Cincinnati Bengals

With Joe Burrow back to full health and Joe Flacco serving as the Cincinnati Bengals’ primary backup, don’t expect Jake Browning’s QBi grade to change for the remainder of the season.

The Cleveland Browns announced that Shedeur Sanders, who took over Dillon Gabriel’s starting spot, will remain the team’s starting quarterback for the rest of the season.

Somehow, the Cleveland Browns managed to pull off an upset over the Steelers on Sunday, thus keeping the Ravens’ playoff hopes alive. There wasn’t much that Shedeur Sanders did to propel his team to victory, though. He had a touchdown but also threw two interceptions with just 186 passing yards.
With his poor outing on Sunday, Sanders has thrown seven touchdowns to ten interceptions, which is a TD: INT ratio that no quarterback ever wants to achieve. His third-down conversion rate ranks just 39th in the NFL, and his EPA per dropback in a clean pocket is tied for the third-worst among the 45 qualified passers.
41) Cam Ward, Tennessee Titans

Last Week’s Ranking: 41
From an accuracy perspective, Cam Ward’s 21-for-40 outing against the Saints wasn’t much to write home about. That said, the passes he did complete brought the Tennessee Titans some success. He threw for 251 yards with two touchdowns and no interceptions in the loss.
Ward’s first four games with multiple passing touchdowns have come in the last four weeks. His streak of consecutive games with passer ratings above 100 broke on Sunday, but he was still better in Week 17 than most of his other games this season. There have been some stinkers for the rookie on a rebuilding Titans team, but he’s shown some encouraging flashes to close out the year.

Spencer Rattler remains benched in favor of rookie Tyler Shough, and it would be a surprise if that changed any time this season. His QBi grade remains unchanged this week.
34) Geno Smith, Las Vegas Raiders

There’s one positive to take from Geno Smith’s outing against the Giants if you’re a Las Vegas Raiders fan: he helped get them closer to the No. 1 pick in the 2026 NFL Draft. He had a 71.4% completion rate and a touchdown in the loss to New York, but more notably, he threw two interceptions and had just 176 passing yards.
With one more week left in the regular season, Smith leads the NFL with a whopping 17 interceptions this year. His 67.4% completion percentage is respectable, but he remains a liability under pressure; he has the second-lowest EPA per dropback under duress of the 45 quarterbacks on this list.
33) Bryce Young, Carolina Panthers
2025 PFSN QBi Grade: 68.9 (D+)
Last Week’s Ranking: 29
The Carolina Panthers had a chance to lock down the NFC South in Week 17, but they failed to do so. In their loss to the Seahawks on Sunday, Bryce Young had just 40 net passing yards, rushing for a touchdown but not throwing for any, and giving up an interception in the process.
Going into Week 18, Young has a -0.03 EPA per dropback in 2025. Among the 32 quarterbacks currently starting, his 33.1% third-down conversion percentage ranks just 22nd. He ranks below average in most of PFSN’s other analytical categories that factor into QBi scoring, as well.
32) Justin Fields, New York Jets

When both quarterbacks are healthy, Tyrod Taylor has surpassed Justin Fields as the New York Jets’ starting quarterback. Fields remains inactive with a knee injury, anyway.
31) Aaron Rodgers, Pittsburgh Steelers

Much like the Panthers mentioned two spots ago, the Pittsburgh Steelers had a chance to clinch their division but failed to do so, and poor quarterback play played a big role. In their loss to the Browns, Aaron Rodgers completed just 53.8% of his passes for no touchdowns, giving up a fumble in the process.
A big factor in Rodgers’ lower ranking is the fact that he’s just 42nd in EPA per dropback under pressure this season. He has eight games with a passer rating over 100, so the good games have been there this season, but he’s had enough stinkers to drop him down this low in PFSN’s scoring model.
30) Michael Penix Jr., Atlanta Falcons

Jayden Daniels’ injury-riddled season continued with him on the bench, as the Washington Commanders decided to shut him down for the year.
28) Tua Tagovailoa, Miami Dolphins

Tua Tagovailoa has been benched as the Miami Dolphins’ starting quarterback, with Quinn Ewers performing well in his place.
27) Baker Mayfield, Tampa Bay Buccaneers

Last Week’s Ranking: 31
There were plenty of highs and lows along the way, and though Baker Mayfield rises a few spots with his performance against the Dolphins, the Tampa Bay Buccaneers ended up losing. He finished the game with a whopping 346 passing yards and two touchdowns, though he also threw two interceptions.
Mayfield actually has the fifth-best EPA per dropback under pressure of the current active quarterbacks in the NFL, which is a pretty nice silver lining in an otherwise forgettable year. That said, his 6.2 net yards per attempt currently ranks 32nd in the league.
26) Carson Wentz, Minnesota Vikings

Carson Wentz is expected to miss the rest of the 2025 regular season due to a shoulder injury. His grade will remain the same for the foreseeable future.
25) Kirk Cousins, Atlanta Falcons

Last Week’s Ranking: 24
With three wins in a row heading into the final game of the season, life is pretty good for Kirk Cousins and the Atlanta Falcons. They played spoiler to the Rams’ chances of clinching the No. 1 seed in the NFC, picking up the win behind Cousins’ meek 126-yard outing with a solid 99.2 passer rating.
Judging solely by QBi scoring, Cousins has outperformed Penix, despite the latter being the Falcons’ starter this year. His veteran savvy has shown in his clutch abilities, as his 0.33 EPA per dropback in close games is tied for fifth in the NFL with one game left in the 2025 season.
24) Jaxson Dart, New York Giants
2025 PFSN QBi Grade: 73.7 (C)
Last Week’s Ranking: 28
After his outing against the Raiders, Jaxson Dart is tied for second among quarterbacks with nine rushing touchdowns this season. Those were the only touchdowns he scored on Sunday, but those combined well with his 207 passing yards and 73.3% completion percentage to give the New York Giants the win.
Generally speaking, Dart ranks about middle of the road in most of the analytical categories that PFSN weighs into his QBi decision making. However, his EPA per dropback under pressure currently ranks seventh in the NFL among the current 32 starting quarterbacks.
23) Marcus Mariota, Washington Commanders

Marcus Mariota missed Week 17 with a hand injury, bringing the Washington Commanders to third-string quarterback Josh Johnson for their starting quarterback opening.
22) Jacoby Brissett, Arizona Cardinals

Last Week’s Ranking: 21
Another week, another solid outing from Jacoby Brissett that still resulted in an Arizona Cardinals loss. He had a solid two touchdowns and 212 passing yards on Sunday, but he also took four sacks against the Bengals. That, along with Cincinnati’s explosive offense, made it too much for Arizona to overcome.
Brissett’s 240.2 passing yards per game rank eighth in the NFL, which is made even more impressive considering that average includes two games where he played a combined total of four offensive snaps. That said, his -0.37 EPA per dropback under pressure ranks 33rd in the league this season, and his Cardinals have consistently come up short in the clutch.
21) Tyler Shough, New Orleans Saints
2025 PFSN QBi Grade: 74.5 (C)
Last Week’s Ranking: 27
After starting off his NFL career with a 1-5 starting record, Tyler Shough has since led the New Orleans Saints to four wins in a row. That streak now includes their win over the Titans on Sunday, during which he threw for an impressive 333 yards with two touchdowns, no interceptions, an 81.5% completion percentage, and a 142.7 passer rating.
Among other analytical categories, Shough ranks third in the league with an EPA per dropback of 0.44 in close games. That said, his EPA per dropback under pressure is the fifth-lowest among the quarterbacks qualified for this list.
20) Kyler Murray, Arizona Cardinals

Kyler Murray didn’t play in Week 17, as Jacoby Brissett holds down the Arizona Cardinals’ starting quarterback job.
19) C.J. Stroud, Houston Texans
2025 PFSN QBi Grade: 76.0 (C)
Last Week’s Ranking: 14
Though the Houston Texans will gladly take their Week 17 victory over the Chargers, C.J. Stroud didn’t exactly inspire confidence in the victory. He threw for two touchdowns but also gave up two interceptions, completing only 57.1% of his passes in the process.
With one game remaining in the regular season, Stroud ranks near the middle of the road in many of PFSN’s analytical categories, but also in the traditional stat sheets. He’s 16th in passing yards per game, 16th in passer rating, and tied for 22nd in passing touchdowns.
18) Caleb Williams, Chicago Bears
2025 PFSN QBi Grade: 76.2 (C)

The completion percentages are concerning with Caleb Williams, as he’s had just five games with a rate over 60.0% in his 16 starts thus far. That said, the plays down the field and out of structure have been tremendous, and he performed well for the Chicago Bears in their shootout loss to the 49ers with 330 passing yards, two touchdowns, and no picks.
Relative to the rest of the NFL, Williams seems to do better in high-pressure situations than he does in ideal conditions. He’s seventh in EPA per dropback in a close game. He also has the sixth-best EPA per dropback under pressure of the current healthy starting QBs.
17) Lamar Jackson, Baltimore Ravens
2025 PFSN QBi Grade: 76.8 (C)
Last Week’s Ranking: 17
Lamar Jackson missed Week 17 due to injury, but the Baltimore Ravens fared surprisingly well in his absence. Tyler Huntley helped lead them to a key win over the Packers, keeping their playoff hopes alive going into Week 18.
16) Trevor Lawrence, Jacksonville Jaguars
2025 PFSN QBi Grade: 76.9 (C)
Last Week’s Ranking: 16
Unfortunately for Trevor Lawrence, his four-game streak without interceptions and with passer ratings above 100 came to an end on Sunday. Luckily for him, though, he still ran for two touchdowns and threw for 263 yards, leading the Jacksonville Jaguars to a win over the Colts.
The start to Lawrence’s 2025 was too bad to keep him from the upper echelon of quarterbacks this season, but his four-game streak of passing clinics prior to Week 17 was quite impressive. Jacksonville seems to be very hot as the playoffs draw nearer.
15) Patrick Mahomes, Kansas City Chiefs

After having torn his ACL, Patrick Mahomes remains out for the rest of the 2025 NFL season.
14) Jalen Hurts, Philadelphia Eagles
2025 PFSN QBi Grade: 78.2 (C+)
Last Week’s Ranking: 12
The Philadelphia Eagles’ win over the Bills in Week 17 was most certainly a defensive showdown, as the 13-12 score would indicate. Jalen Hurts was a pretty big non-factor, throwing one touchdown with just 110 passing yards and a 48.1% completion percentage in the narrow victory.
Hurts’ 5.5% passing touchdown percentage ranks sixth in the NFL, and his eight rushing touchdowns only add to his efficiency per touch. A big reason for his placement outside the top ten is inefficiency under duress: his EPA per dropback under pressure ranks just 24th this year.
13) Sam Darnold, Seattle Seahawks
2025 PFSN QBi Grade: 78.7 (C+)
Last Week’s Ranking: 10
Though the Seattle Seahawks still had a decisive 17-point victory over the Panthers in Week 17, Sam Darnold wasn’t the biggest difference-maker in the win. If anything, he might’ve held them back from further success. He threw a touchdown and an interception with just 147 passing yards, his lowest single-game total of the year.
After leading by more than a yard in average net yards per attempt for much of the season, Darnold has now been usurped in first place by Drake Maye. That said, he still ranks in the top ten in touchdown percentage, passing yards, passing touchdowns, and passer rating.
12) Bo Nix, Denver Broncos
2025 PFSN QBi Grade: 79.0 (C+)
Last Week’s Ranking: 13
After throwing for over 300 yards in three of his last four outings, Bo Nix’s matchup on Christmas Day against the Chiefs was a little more muted. He threw a touchdown and an interception for 182 yards, but his 68.4% completion percentage was the fourth-best rate he’s had all year, and he helped lead the Denver Broncos to yet another win.
In a clean pocket, Nix’s EPA per dropback is tied for 12th in the NFL. His 25 passing touchdowns are tied for the seventh-most in the league, and he also still leads the league in game-winning drives.
11) Justin Herbert, Los Angeles Chargers
2025 PFSN QBi Grade: 79.2 (C+)
Last Week’s Ranking: 9
The Los Angeles Chargers’ four-game winning streak came to an end on Saturday with their loss to the Texans. In the matchup, Justin Herbert was sacked five times, adding an interception into the mix, but also threw for 236 yards against a vaunted Houston defense.
Herbert ranks ninth with 3,727 passing yards and is tied for fifth with 26 passing touchdowns this season. His 13 interceptions are the fourth-most thrown by a passer this season, which has kept him out of the top ten for significant chunks of the year. That said, the highs with him this season have been extremely high.
10) Joe Burrow, Cincinnati Bengals
2025 PFSN QBi Grade: 79.5 (C+)

With 82 combined points in their last two games, the Cincinnati Bengals’ offense is showing its full potential with Joe Burrow back in the starting lineup. He threw for 305 yards and two touchdowns in their win over the Cardinals, ending up with a 129.1 passer rating and a 77.4% completion percentage in the win.
Given Burrow’s smaller sample size in the 2025 NFL season, his grading is likely to be more volatile if he performs exceptionally well or poorly in a game. He’s now had two games in a row with over 300 passing yards, and he’s combined for six touchdowns and no interceptions in that span.
9) Mac Jones, San Francisco 49ers
2025 PFSN QBi Grade: 80.0 (B-)
Last Week’s Ranking: 11
Brock Purdy has returned to the San Francisco 49ers’ starting lineup, so Mac Jones’ QBi likely won’t change unless the former gets hurt again. That said, it doesn’t hurt the 49ers to know that they have one of the best backups in the NFL.
8) Jared Goff, Detroit Lions
2025 PFSN QBi Grade: 81.3 (B-)
Last Week’s Ranking: 8
Jared Goff’s 64.9 passer rating on Christmas Day was the second-lowest he’s had in 2025. His QBi score goes down as a result, but his ranking stays the same due to the gap between him and the other quarterbacks beneath him. That said, the two interceptions he threw against the Vikings played a big role in the Detroit Lions’ loss.
Among other statistics, Goff ranks third with 4,233 passing yards, second with 33 passing touchdowns, fifth with a 68.3% completion percentage, and third with a 107.0 passer rating. His 0.43 EPA per dropback in a clean pocket is also the fourth-best average among quarterbacks.
7) Matthew Stafford, Los Angeles Rams
2025 PFSN QBi Grade: 82.8 (B-)
Last Week’s Ranking: 6
Monday night was an uncharacteristically bad game from Matthew Stafford. In the loss to the Falcons, he threw three interceptions with a 57.9% completion percentage. He also had two touchdowns and 269 passing yards, but his instability played a role in the Los Angeles Rams losing a game that knocked them out of contention for first place in the NFC.
In spite of a down performance in the penultimate week of the regular season, Stafford is still a strong MVP contender. He’s second in the NFL with 4,448 passing yards, leads with 42 passing touchdowns, and he also holds the league’s lead in adjusted net yards per passing attempt.
6) Dak Prescott, Dallas Cowboys
2025 PFSN QBi Grade: 83.9 (B-)

In four of his last six games, Dak Prescott has thrown for over 300 yards. This time around, he leads the Dallas Cowboys to a win over the Commanders with his 307 yards and two touchdowns, in spite of a lackluster 51.4% completion percentage.
As of this writing, Prescott leads the NFL with 4,482 passing yards and also has the most first downs in the league with 215. He’s tied for third with 30 passing touchdowns, and he’s tied for fifth with 0.17 EPA per dropback. Considering how much he drops back for the Cowboys (he leads the NFL in passing attempts), it’s no surprise that the offense has been as good as it has.
5) Daniel Jones, Indianapolis Colts
2025 PFSN QBi Grade: 86.2 (B)
Last Week’s Ranking: 5
Daniel Jones’ QBi score will remain unchanged for the remainder of the year, as he suffered a season-ending Achilles tendon injury. He finished the year with 3,101 passing yards, 19 passing touchdowns, eight interceptions, a 68.0% completion percentage, and a strong 100.2 passer rating in 13 starts.
4) Jordan Love, Green Bay Packers
2025 PFSN QBi Grade: 87.4 (B+)
Last Week’s Ranking: 3
Jordan Love missed the Green Bay Packers’ Week 17 matchup due to a concussion, so his scoring doesn’t change heading into the final week of the regular season.
3) Josh Allen, Buffalo Bills
2025 PFSN QBi Grade: 89.6 (B+)
Last Week’s Ranking: 2
He ranks in the top five in practically every analytical category PFSN uses to evaluate the quarterback position, including net yards per attempt, EPA per dropback at the end of the first half, EPA per designed quarterback run, and EPA per dropback under pressure. It’s been another strong season for the reigning NFL MVP.
2) Drake Maye, New England Patriots
2025 PFSN QBi Grade: 90.2 (A-)
Last Week’s Ranking: 3
With Drake Maye at the helm, the New England Patriots have now won 12 of their last 13 games. His dominance stretched into Week 17, when he actually performed so well against the Jets that they pulled him early in garbage time. Before that, he threw for a career-high five touchdowns with 256 yards, no interceptions, and an absurd 90.5% completion percentage.
With an average of 0.27, Maye tops the NFL in EPA per dropback. He’s also finally surpassed Sam Darnold in net yards per attempt after sitting in second place all year, and he’s first in the league with a 71.7% completion rate. Heading into Week 17 of the season, he’s the only quarterback in the league with a completion percentage above the 70% mark.
1) Brock Purdy, San Francisco 49ers
2025 PFSN QBi Grade: 95.9 (A)

It takes a special offense to lead their team to victory when they give up a pick-six on the first play and the defense allows 31 more points. Luckily for the San Francisco 49ers, they have that with Brock Purdy at the helm. After a slow start with the pick-six, he bounced back with 303 passing yards, five total touchdowns, a 118.6 passer rating, and a 72.7% completion percentage to help his team beat the Bears.
Purdy has just eight starts this year due to injury, but his impact has been immeasurable when healthy. He leads the NFL with such statistics as a 7.2% touchdown percentage, a 61.0% third-down conversion rate, and a 0.59 EPA per dropback in close games. He’s also in the top ten in practically every other category PFSN uses to generate QBi grades.
